63. The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given its approval to the proposal of Ministry of Shipping to enact Admiralty (Jurisdiction and Settlement of Maritime Claims) Bill 2016 and to repeal five archaic admiralty statutes.

प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने एडमिरैलिटी (क्षेत्राधिकार एवं समुद्रतटीय दावों के निपटान) विधेयक 2016 के अधिनियमन और पांच पुराने एडमिरैलिटी कानूनों को निरस्त करने के लिए जहाजरानी मंत्रालय के प्रस्ताव को अपनी मंजूरी दे दी है।

64. Funding proposals must not take too long to clear; meeting application requirement should not become more complex than research; approval process should not become a deterrent for international conference; and, our scientific departments must have flexibility of funding decisions based on the uncertainties inherent in research activities.

प्रस्तावित धनराशि स्वीकृत करने में अधिक समय ना लगाया जाए, बैठक- आवेदन पत्र की आवश्यकताएं अनुसंधान से अधिक जटिल नहीं होनी चाहिए, स्वीकृति की प्रक्रिया अंतर्राष्ट्रीय सम्मेलन के लिए बाधा नहीं बननी चाहिए, हमारे वैज्ञानिक विभागों को अनुसंधान गतिविधियों में अंतर्निहित अनिश्चिताओं के आधार पर धनराशि के बारे में फैसला लेने में लचीला होना चाहिए।

65. Noting that increased mobility of capital and technology have created new opportunities for avoiding tax and profit shifting, the Prime Minister said he urged every jurisdiction, especially tax havens, to provide information for tax purposes in accordance with treaty obligations.

पूंजी और प्रौद्योगिकी जुटाने में वृद्धि से कर वंचन और लाभ कमाने के नए अवसर पैदा होने का उल्लेख करते हुए प्रधानमंत्री ने संधि के दायित्वों के अनुरूप कर उद्देश्यों के लिए सूचना उपलब्ध कराने के लिए खासतौर से कर वंचना के अनुकूल क्षेत्रों को न्याय के कठघरे में लाने का अनुरोध किया।

66. Through this extended jurisdiction , the judiciary has undertaken the responsibility to critique and monitor the government and its various agencies and to give socio - economic justice to the underprivileged masses without actually interfering with the political , administrative field or the legislative sphere .

इस विस्तारित अधिकारिता के आधार पर न्यायपालिका ने सरकार और उसके विभिन्न अभिकरणों की समीक्षा करने और उन्हें मॉनीटर करने तथा राजनीतिक , प्रशासनिक या न्यायिक क्षेत्र में वस्तुत : हस्तक्षेप किए बिना समाज के दलित वर्गों को सामाजिक - आर्थिक न्याय प्रदान करने की जिम्मेदारी ले ली है .

67. India has been relatively better placed in terms of the impact of the global financial crisis on account of three factors: the inherent strength of its economy, the strength of our domestic consumption and the government's effective action in terms of fiscal stimulus, growth packages and monetary policies.

निम्नलिखित तीन कारकों के कारण भारत वैश्विक वित्तीय संकट के प्रभावों के बावजूद अपेक्षाकृत बेहतर स्थिति में रहा है: इसकी अर्थव्यवस्था की नैसर्गिक क्षमता, हमारी घरेलू खपत की ताकत तथा राजकोषीय प्रोत्साहन पैकेजों, विकास पैकेजों एवं मौद्रिक नीतियों के संदर्भ में सरकार की प्रभावी कार्रवाइयां।

68. The State Governments, in such territories may by notification specify such pecuniary value of commercial disputes to be adjudicated at the district level, which shall ‘not be less than three lakhs rupees and not more than the pecuniary jurisdiction of the district court.

ऐसे क्षेत्रों में राज्य सरकारें अधिसूचना के जरिये जिला स्तर पर निर्णय दिये जाने वाले व्यावसायिक विवादों के आर्थिक मूल्य निर्दिष्ट कर सकती हैं, जो तीन लाख रुपये से कम और जिला अदालत के धन संबंधी मूल्य से अधिक नहीं हो।

फिर भी, ऐसा देखा गया है कि श्रद्धालु अपनी धार्मिक पूजा अर्चना और समारोहों के अपशिष्ट पदार्थ निकटतम जल स्रोतों अर्थात नदियों या तालाबों में प्रवाहित करते हैं, इसके पीछे हो सकता है कि उन्हें इस बात की आशा रहती है कि नदियां अथवा इसके सहायक नाले (अथवा कभी – कभी समस्याजन्य ढंग से रूके हुए जल स्रोत) भी इन अपशिष्ट पदार्थों को अपने आप में समाहित कर लेंगे और हमें माफ कर देंगे, वे इन सभी भारों को सहन कर लेंगे और लगातार प्रवाहित होते रहेंगे।

71. The Memorandum establishes the Medical Products Regulation Dialogue and Cooperation Framework to facilitate a constructive dialogue in areas pertinent to raw materials for pharmaceutical use, biological products, medical devices, quasi-drugs, cosmetic products, and the relevant administrative and regulatory matters within the jurisdiction of the two Sides.

72. To address the difficulties faced by the payee or the lender of the money in filing the cases under Section 138 of the NI Act, because of which, large number of cases were stuck, the jurisdiction for offence under Section 138 has been proposed to be clearly defined.

The issues of sovereignty among the states, data access, data jurisdiction, the growing threat of militarisation of cyberspace, the need for confidence building, capacity building to bridge the digital divide, cyber espionage, cyber weapons and applicability of international law in cyberspace are issues, that require concerted diplomatic attention.

75. Unless their jurisdiction is curtailed or abrogated by any special law , the civil courts are the forum for deciding any and every kind of civil dispute between individuals , between individuals and public authorities , whether of the Government of India or of the state governments , or any other authority constituted or created by any law .

जब तक उनकी अधिकारिता में कमी न कर दी जाए अथवा उसे निराकृत न कर दिया जाए तब तक सिविल न्यायालय प्रत्येक प्रकार के सिविल विवाद का निर्णय करने में सक्षम न्यायालय हैं - ये विवाद चाहे व्यक्तियों के बीच हों , व्यक्तियों और लोक प्राधिकारियों के बीच हों , ये प्राधिकारी भारत सरकार के हों चाहे राज्य सरकारों के अथवा विधि द्वारा गठित या विरचित किसी अन्य प्राधिकारी से संबंधित हों .

76. (c) Under the Vienna Convention on Diplomatic Relations the members of the family of a diplomatic agent forming part of his household shall enjoy the privileges and immunities enumerated in the relevant provisions and clauses, inclusive of personal inviolability of a diplomatic agent, absolute immunity from criminal jurisdiction of the receiving state etc. as set out in the Convention.

(ग) राजनयिक संबंधों पर वियना अभिसमय के अंतर्गत किसी राजनयिक एजेंट के परिवार के सदस्य, जो उसके घर के भाग हैं, संगत उपबंधों एवं धाराओं में विनिर्दिष्ट सुविधाओं एवं उन्मुक्तियों का उपभोग करेंगे, जिसमें अभिसमय में निर्धारित एक राजनयिक एजेंट की अनतिक्रम्यता, प्राप्तकर्ता राज्य के आपराधिक क्षेत्राधिकार से पूर्ण उन्मुक्ति शामिल है।
