समय-समय पर ईसीआर देशों में भारतीय उत्प्रवासी कामगारों से शिकायतें प्राप्त होती हैं जो संविदा शर्तों का उल्लंघन किए जाने, प्रतिकूल कार्य परिस्थितियों, वेतन से संबंधित मुद्दे, नियोक्ता संबंधी समस्याओं, चिकित्सा तथा बीमा संबंधी समस्याओं, क्षतिपूर्ति/मृत्यु संबंधी दावों से जुड़ी होती हैं।

57. However, from time to time, Government has been approached for assistance by pilgrims who undertake Kailash Mansarovar Yatra through private tour operators and are stranded in Nepal on account of inclement weather conditions and related logistics issues.

बहरहाल, समय-समय पर ऐसे तीर्थयात्रियों द्वारा सहायता के लिए सरकार से संपर्क किया जाता है जो प्राइवेट टूर ऑपरेटरों के माध्यम से कैलाश मानसरोवर यात्रा करते हैं और प्रतिकूल मौसमी हालात तथा संबंधित संभारिकीय मसलों के कारण नेपाल में फंस जाते हैं।

58. (b) Yes, Madam, complaints are received from Indian emigrants in ECR countries, from time to time, regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical & insurance related problems and compensation/death claims.

(ख) जी हां। ईसीआर देशों में रह रहे भारतीय उत्प्रवासियों से समय-समय पर संविदात्मक शर्तों के उल्लंघन, काम करने की प्रतिकूल परिस्थितियों, वेतन से जुड़े मुद्दे, नियोक्ता से जुड़ी समस्याओं, चिकित्सा तथा बीमा से जुड़ी समस्याओं तथा मुआवजा/मृत्यु से संबंधित दावों के संदर्भ शिकायतें प्राप्त होती रहती हैं।

59. (a) to (c) With expansion of India’s global engagement and role, Ministry of External Affairs considers optimization of human resource on a priority basis and accordingly adjusts its personnel strength for meeting its needs from time to time.

(क) से (ग) भारत की वैश्विक संबद्धता तथा भूमिका में विस्तार को देखते हुए विदेश मंत्रालय ने प्राथमिकता आधार पर मानव संसाधन का इष्टतम उपयोग करने पर विचार करता है और समय-समय पर अपनी आवश्यकताओं को पूरा करने हेतु अपनी कार्मिक क्षमता को तद्नुसार समायोजित करता है।

60. Ministry from time to time, issues instructions to all Indian Missions/Posts abroad reiterating a more proactive approach by our Heads of Missions/Posts in dealing with the problems faced by Indian nationals living in the country of their accreditation.

समय-समय पर मंत्रालय विदेश स्थित सभी मिशनों को निर्देश जारी करता है, जिसमें उनके प्रत्यायन वाले देशों में रहने वाले भारतीय राष्ट्रिकों द्वारा झेली जा रही कठिनाइयों से निपटने में हमारे मिशन/केंद्र प्रमुखों द्वारा अधिक सक्रिय दृष्टिकोण अपनाए जाने की बात को दोहराया जाता है।

61. RIS is also mandated to function as an advisory body to the Government of India on matters pertaining to multilateral economic and social issues, including regional and sub-regional cooperation arrangements, as may be referred to it from time to time.

आरआईएस समय-समय संदर्भित किए गए अनुसार, क्षेत्रीय एवं उप क्षेत्रीय सहयोग व्यवस्थाओं सहित बहुपक्षीय आर्थिक एवं सामाजिक मुद्दों से संबंधित मामले में भारत सरकार के एक परामर्शी निकाय के रूप में कार्य करने के लिए भी अधिदेशित है।

62. * Circulars and guidelines on procedural deficiencies that are commonly observed are issued from time to time to all Indian Embassies and High Commissions and Heads of Indian Embassies and High Commissions abroad are advised to pay personal attention to such matters.

* सामान्य तौर पर देखी गई प्रव्रियात्मक कमियों पर परिपत्र तथा दिशानिर्देश समय-समय पर सभी भारतीय राजदूतावासों और हाईकमीशनों में भेजे जाते हैं और भारतीय राजदूतावासों और हाईकमीशनों के प्रमुखों को ऐसे मामलों पर व्यक्तिगत रूप से ध्यान देने की सलाह दी जाती है ।

63. (b) Complaints of mistreatment are received, from time to time, from Indian emigrant workers in 18 notified ECR countries regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical and insurance related problems and compensation/death claims.

(ख) समय-समय पर 18 अधिसूचित ईसीआर देशों में भारतीय उत्प्रवासी कामगारों से संविदागत शर्तों के उल्लंघन, कार्य की प्रतिकूल स्थितियों, मजदूरी संबंधी मुद्दों, नियोक्ता संबंधी शिकायतों, चिकित्सा एवं बीमा संबंधी समस्याओं और मुआवजा/मृत्यु दावों के बारे में दुर्व्यवहार की शिकायतें प्राप्त होती रहती हैं।

64. (c) & (d) Complaints are received from Indian emigrants in notified Emigration Check Required (ECR) countries, from time to time, regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical and insurance related problems and compensation/death claims.

(ग) और (घ) समय-समय पर अधिसूचित उत्प्रवासन जांच अपेक्षित (ईसीआर) देशों में भारतीय प्रवासियों से, संविदात्मक शर्तों के उल्लंघन, प्रतिकूल कार्य स्थितियों, वेतन संबंधी मुद्दों, नियोक्ता संबंधी समस्याओं, चिकित्सा और बीमा संबंधित समस्याओं और प्रतिपूर्ति/मृतक दावों के बारे में शिकायतें प्राप्त होती हैं।

65. From time to time thereafter, Government has been issuing notifications with the approval of the Cabinet, amending/keeping in abeyance the operation of the 2002 Order, whenever there is any abnormal price rise in any of the specified food commodities, for certain period.

उसके बाद निर्दिष्ट खाद्य वस्तुओं में असामान्य मूल्य वृद्धि होने पर सरकार समय-समय पर मंत्रिमंडल की मंजूरी के साथ अधिसूचना जारी कर एक निश्चित अवधि के लिए 2002 के आदेश में संशोधन/संचालन पर रोक लगाती रही है।
