अल्पसंख्यकों के इस भय की ओर कि उनके वैधानिक अधिकारों को सम्मान नहीं किया जा रहा है , चाहे वे न्यायसंगत हो या नहीं गंभीरता से ध्यान देना अकृतज्ञता होगी कि स्वतंत्रता के बाद , विशेषकर , पिछले दस वर्षो में केंद्रीय और राज्य सरकारों ने इस दिशा में अनेंक कदम उठाएं है , किंतु यह एक ऐसा क्षेत्र है , जिसमें बिना लोगों के सक्रिय सहयोग के सरकारों द्वारा अधिक कुछ नहीं किया जा सकता .
