भारत का एक अग्रणी महिला स्वयं सहायता अभिकरण 'सेवा' अफगानी महिलाओं के लिए "प्रशिक्षकों के लिए प्रशिक्षण" पाठ्यक्रम संचालित करने के लिए यूसैड और अफगानिस्तान की सरकार के साथ मिलकर काम कर रहा है ताकि महिलाओं को उनके देश में आजीविका अर्जन करने के लिए सशक्त बनाया जा सके।

54. QUESTION: Is there anything that you can bring to Afghan president in addition to the White House statement – earlier statement that this issue should be solved through negotiations and there should be no resorting to violence of any sort?

प्रश्न: क्या ऐसा कुछ है जहां आप अफ़गानी राष्ट्रपति को ला सकते हैं व्हाइट हाउस के बयान के अतिरिक्त – पूर्व का बयान कि यह मामला बातचीत के ज़रिए सुलझाया जाना चाहिए और किसी भी तरह की हिंसा को कोई समर्थन नहीं मिलना चाहिए?

55. The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi today gave its ex-post facto approval for completion of the Afghan Parliament Building in Kabul by 31st December, 2015 at a revised project cost of Rs.969 crore.

प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में आज हुई मंत्रिपरिषद की बैठक में काबुल में अफगानी संसद भवन के निर्माण को पूरा करने के लिए 31 दिसबंर, 2015 से 969 करोड़ रुपये की संशोधित परियोजना लागत को पूर्व कार्योत्तर अनुमोदन दे दिया गया।

56. However, overcoming the challenges of insecurity in Afghanistan require serious and sustained efforts not only by the Afghan leadership, but also a sincere commitment by external powers to abjure the temptation to foster and sponsor disruptive forces within Afghanistan.

तथापि, अफगानिस्तान में असुरक्षा की स्थिति से निपटने के लिए न सिर्फ अफगानिस्तान के नेताओं द्वारा सतत प्रयास किए जाने चाहिए बल्कि बाहरी ताकतों को भी इस आशय की प्रतिबद्धता व्यक्त करनी चाहिए कि वे अफगानिस्तान के भीतर विनाशकारी ताकतों को बढ़ावा देने से परहेज करेंगे।

Both Sides called for constructive international, regional and bilateral cooperation in order to help Afghanistan in addressing the domestic security situation, improving the capabilities of Afghan National Security Forces, strengthening counter-narcotics capabilities, ensuring socio-economic development, and enhancing connectivity.

59. The vast majority of Afghan families were never exposed to this system, and many of these families were in opposition to these programs due to the belief that it diminishes the central role of the family and inculcates children with Soviet values.

61. In recent months Afghanistan has seen a string of brazen assaults on major cities and military targets as well high profile assassinations, such as the killing last month of Afghan peace envoy and former president Burhanuddin Rabbani, allegedly by Taliban-linked Haqqani network, which is based in Pakistan.

अफगानिस्तान ने हाल के महीनों में अपने प्रमुख शहरों और सेना को लक्ष्य करते हुए कई शर्मनाक हमले देखे हैं और इसके साथ ही साथ गत माह अफगानिस्तान के शान्ति दूत, अपने पूर्व राष्ट्रपति बुरहानुद्यीन रब्बानी की निर्मम हत्या भी देखी है, जिसका आरोपी पाकिस्तान में आधारित तालिबान से जुड़ी हक्कानी संरचना है।

65. They are that whatever talks take place must be on the basis that there is an acceptance of the Afghan Constitution, that the parties involved would cut all links with international terrorism, that there would be a specific abjuring of violence as the precondition, and that the parties are committed to a sovereign, stable and united Afghanistan.

इस संबंध में जो भी चर्चाएं होती हैं, उनका आधार यही होना चाहिए कि अफगानिस्तान के संविधान को स्वीकार किया जाए और इसमें शामिल पक्षकार अंतर्राष्ट्रीय आतंकवाद से अपने सभी संपर्कों का त्याग करें और साथ ही हिंसा का त्याग करना भी इस संबंध में एक पूर्व शर्त होनी चाहिए। इसके साथ ही सभी पक्षकार एक संप्रभु, स्थिर एवं एकीकृत अफगानिस्तान के प्रति अपनी प्रतिबद्धता का प्रदर्शन करें।

66. And what we’re all focused on is trying to find the right formula that enables us to reduce operations, and that comes from a political settlement where the Taliban is no longer posing a threat to the Afghan people and no longer creating the conditions under which ISIS Khorasan or other international terrorist organizations can take advantage of instability in Afghanistan to plot and plan attacks against the United States or our allies.

और जिस बात पर हम सभी का ध्यान केंद्रित है, वह यह है कि वह सही सूत्र खोजने का प्रयास करना जो हमें प्रचालन कम करने में समर्थ बनाए और जो ऐसा राजनीतिक समझौते से आए जहाँ तालिबान अफगान लोगों के लिए आगे से कोई खतरा उत्पन्न न कर रहा हो और आगे से ऐसी परिस्थितियाँ उत्पन्न न कर रहा हो जिनमें ISIS खोरासान या अन्य अंतरराष्ट्रीय संगठन अमेरिका या हमारे सहयोगियों के विरुद्ध हमलों का षड्यंत्र और योजना बनाने के लिए अफ़गानिस्तान में अस्थिरता का लाभ उठा सकें।
