GRANT, Q.C., UMPIRE: This is an appeal by the Commission from the unanimous decision of a Board of Referees given at Richmond Hill, Ontario on July 3, 1997 dismissing the claimant's appeal from the decision of the Insurance Officer as to whether or not the claimant had accumulated enough hours to be elligible for benefits.
