1. At the same time, we appeal to the Kosovo Albanians to redouble their efforts to ensure the freedom and rights of minorities and to increase their outreach to all communities.

2. I had three other appeals that I wanted to make: first, to call on President Hamid Karzai, after receiving the compelling vote of confidence from the Emergency Loya Jirga, to redouble his efforts to extend the authority of the Transitional Administration beyond Kabul; secondly, to call on the Afghan diaspora to respond to President Karzai’s call for them to return to help in the reconstruction of Afghanistan, which would go much further in helping Afghanistan than criticism from afar; and thirdly, to call on the Afghan delegates who participated in the Emergency Loya Jirga and who showed a tremendous amount of political courage and maturity to continue to display the same degree of commitment in the months and years ahead.

Je voulais lancer trois autres appels : premièrement, appeler le Président Hamid Karzai, après avoir reçu le vote de confiance manifeste de la Loya Jirga d’urgence, à redoubler ses efforts pour étendre l’autorité de l’Administration transitoire au-delà de Kaboul ; deuxièmement, appeler la diaspora afghane à répondre à l’appel du Président Karzai pour rentrer l’aider reconstruire le pays, ce qui serait bien plus utile à l’Afghanistan que les critiques faites de loin ; et troisièmement, appeler les délégués afghans qui ont participé à la Loya Jirga d’urgence, et qui ont montré un courage politique et une maturité considérables, à continuer à faire montre du même degré d’engagement dans les mois et les années à venir.
