1. Headquartered at Shiroishi Castle, the alliance's nominal head was Prince Kitashirakawa Yoshihisa, the onetime abbot of Kan'eiji Temple in Edo who fled north following the Satsuma–Chōshū takeover of the city, who declared himself "Emperor Tobu", with Date Yoshikuni of Sendai and Uesugi Narinori of Yonezawa as the head of the Alliance.

Basé au château de Shiroishi, le chef nominal de l'alliance était le prince Yoshihisa Kitashirakawa, l'unique abbé du temple de Kan'eiji à Edo qui s'est réfugié au nord à la suite de la prise de la ville par l'Alliance Satchō, qui s'est auto-proclamé « empereur Tobu », et le véritable chef de l'alliance était Yoshikuni Date de Sendaï.
