1. Furthermore, the applicants' counsel did not dispute the statements of the agent for the Commission to the effect that out of approximately 15 000 Commission officials 73% went on strike, 10% carried out their duties, and the others were absent for reasons which were duly substantiated.

Their decision to go on strike was expedited by the release of Xhelai Ademi, an ethnic Albanian detainee, who had been under investigation for an attack on the residents of northern Kosovska Mitrovica and the throwing of two hand grenades on the members of the French KFOR, on which occasions 14 French soldiers and 22 Serbian civilians were wounded.
