16. Key Control 15.2 (1) Every licensee shall maintain records of all devices, including keys and locks, whether electronic or manual, used to control access to protected, inner or vital areas or to Category I, II or III nuclear material.

19. Following its consideration of the application, the Agency finds it in the public interest to issue a new document of licence, bearing Licence No. 890202 to General Department of International Air Services (Aeroflot "Soviet Airlines") and, in accordance with the applicant's indicated intentions, to authorize the Licensee to also use fixed wing aircraft in Group G. The applicant has now filed Section II of its application.

Après étude de la demande, l'Office estime d'intérêt public de délivrer à General Department of International Air Services (Aeroflot "Soviet Airlines") une nouvelle licence, portant le numéro 890202 et, pour tenir compte des intentions manifestées par la demanderesse, d'autoriser la licenciée d'utiliser également des aéronefs à voilure fixe du groupe G. La demanderesse a maintenant déposé la section II de sa demande.

20. To make provision for the level of Class 3 service to be consistent with demand anticipated by the applicant and in accordance with the applicant's indicated intentions, the Agency finds it in the public interest to authorize the Licensee to use fixed wing aircraft in Group A. Moreover, to facilitate the provision of Class 3 services to temporary resource development points, where such services do not duplicate services of another unit toll carrier, the Agency finds it in the public interest to authorize Wildcountry Airways Ltd. to commence service to such points provided that the addition and operation of such services are in accordance with the conditions set out in the attachment.

Afin d'assurer que le niveau de service de la classe 3 corresponde à la demande prévue par la demanderesse et pour tenir compte des intentions manifestées par cette dernière, l'Office est d'avis qu'il est d'intérêt public d'autoriser la licenciée à utiliser des aéronefs à voilure fixe du groupe A. En outre, afin de faciliter la prestation de services de la classe 3 à destination de points répondant à un besoin temporaire lié aux industries du secteur primaire, où de tels services ne sont pas déjà assurés par un transporteur exploitant un service à taxe unitaire, l'Office conclut qu'il est d'intérêt public d'autoriser Wildcountry Airways Ltd. à entreprendre un service à destination des points en question, pourvu que l'ajout et l'exploitation du service soient conformes aux conditions énoncées dans l'annexe ci-jointe.
