At the 1992 conference and AGM in New Brunswick, dub poet and conference keynote speaker Lillian Allen challenged the audience to acknowledge the dismally low number of people of colour and First Nations artists present at the event; she then invited those people of colour and First Nations participants present to caucus.

Fondé en 1976, il a continué à évoluer pendant 17 ans afin d'appuyer les divers intérÃats des centres membres5. Le RACA tenait des assemblées générales annuelles (AGA) à un endroit différent chaque année en présence de délégués des centres.
