1. In introducing the regulation and, in particular, in granting “permission” to the Republic of Albania to establish the Liaison Office, the Special Representative and Head of UNMIK has elected to ignore the policy of the Republic of Albania, as well as the fact that the Federal Republic of Yugoslavia and the Republic of Albania have no diplomatic relations.

En promulguant ce règlement et, surtout, en accordant à la République d’Albanie la « permission » d’ouvrir le bureau de liaison, le Représentant spécial et chef de la MINUK a choisi de fermer les yeux sur la politique de la République d’Albanie et sur le fait que cette dernière n’entretient pas de relations diplomatiques avec la République fédérale de Yougoslavie.

The following statement was issued on # pril: “Mexico- without abdicating any of its humanitarian responsibilities or its solidarity with the people of Venezuela, strictly in accordance with the Estrada doctrine in its precise and only sense- will refrain from either recognizing or not recognizing the new Government of Venezuela, and will restrict itself to maintaining diplomatic relations with that Government
