The composition is made by blending a composition deficient in fluoride ion with a composition superabundant in fluoride ion, preferably obtained by selection of a superabundant fluoride ion containing fraction of cane sugar containing molasses, such as raw cane sugar, molasses, affination syrup, dried solids of molasses or of affination syrup, or a blend thereof with refined sugar, or by evaporation of a mineral water to obtain a concentrate.

On obtient cette composition en mélangeant une composition pauvre en ions fluorure avec une composition très riche en ions fluorure, obtenue de préférence en choisissant une fraction très riche en ions fluorure de sucre de canne contenant de la mélasse, par exemple un sucre de canne brut, une mélasse, un sirop d'affinage, des particules sèches de mélasses ou de sirop d'affinage ou encore un mélange de ceux-ci avec du sucre raffiné, ou en évaporant une eau minérale pour obtenir un concentré.
