1. The abhorrent barbarism committed against Nagorno Karabakh by the armed forces of Azerbaijan in early April, including intentional, indiscriminate targeting of peaceful civilians, especially children, women and the elderly, and civilian facilities, including schools and kindergartens, killings, barbaric beheadings, torture and the mutilation of bodies is incompatible with the elementary norms of a civilized world.

La barbarie odieuse commise contre le Haut-Karabakh par les forces armées de l’Azerbaïdjan au début du mois d’avril, notamment les attaques intentionnelles et aveugles dirigées contre des civils pacifiques, en particulier des enfants, des femmes et des personnes âgées, ainsi que des installations civiles, dont des écoles et des jardins d’enfants, les meurtres, les décapitations monstrueuses, la torture et la mutilation des corps, est incompatible avec les normes élémentaires du monde civilisé.
