3. In addition to the payment to be made in accordance with Article 48.1, the central bank concerned shall contribute to the reserves of the ECB, to those provisions equivalent to reserves, and to the amount still to be appropriated to the reserves and provisions corresponding to the balance of the profit and loss account as at 31 December of the year prior to the abrogation of the derogation.

In light of the actions of these Member States, which actively support terrorist operations against Israeli citizens, we deeply regret that an issue of such importance to all individuals of conscience, which affects the lives and well-being of so many innocent civilians around the world and which the international community is morally obliged to address with resolve and alacrity, has been appropriated by several Member States to launch biased attacks on my country

Compte tenu des actions de ces États Membres, qui appuient activement des opérations terroristes contre des citoyens israéliens, nous regrettons vivement qu'une question d'une telle importance pour toute personne de conscience, qui affecte la vie et le bien-être de tant de civils innocents dans le monde entier et que la communauté internationale est moralement obligée de considérer avec diligence et détermination, ait été saisie par plusieurs États Membres pour lancer des attaques tendancieuses contre mon pays
