Sodann wird aber ausgeführt, dass es sich um „von Justizbeamten erstellte Schriftstücke, wie etwa notariell beglaubigte Urkunden oder Vollstreckungsurkunden, um von amtlichen Stellen eines Mitgliedstaats erstellte Schriftstücke oder auch um Schriftstücke handelt, deren Art es rechtfertigt, dass sie dem jeweiligen Empfänger nach einem offiziellen Verfahren zugeleitet und zur Kenntnis gebracht werden“.
