1. The Court of Justice wishes to state, at the outset, that it endorses the finding made by the Court of Auditors, following its examination of the Court of Justice's expenditure on buildings, that the budgetary and financial framework within which the European institutions have to meet their accommodation requirements is inappropriate; it therefore fully concurs with the recommendations made by the Court of Auditors with a view to remedying the situation.

Vorab möchte der Gerichtshof darauf hinweisen, daß er sich der vom Rechnungshof zum Abschluß seiner Prüfung der Ausgaben für Gebäude des Gerichtshofes getroffenen Feststellung, daß der haushaltstechnische und finanzielle Rahmen, in dem die europäischen Organe ihren Immobilienbedarf decken müßten, ungeeignet sei, anschließt und daß er folglich die zum Zweck der Abhilfe gegebenen Empfehlungen des Rechnungshofes voll und ganz unterschreibt.
