Es handelt sich hier um ein Plenum von Delegierten der verschiedenen Barrios, von den kollektiven Strukturen ( z.B Sanigruppe, Rechtshilfe-Gruppe u.ä. ) und, wenn nötig, von Bezugsgruppen.
